And while I’m not going to analyze what his expression might mean, the fact it gets a close up is foreshadowing when we’ll see him again without so much concealment. I’ve seen people say Sebastian Stan acts with his eyes, and I see why. In any case, this scene is significant for being the first time we see his eyes, and what a trip that is. Apparently the makeup was used more extensively in the promos, ostensibly to hide the Winter Soldier’s identity without actually covering his face, but within the movie I don’t know what the reasoning was to only include it once. This is also the only scene where he has the eyeliner if I recall correctly, and honestly I’m not sure what to make of that. Interestingly, the Winter Soldier is no longer wearing the goggles he had on earlier (possibly explained because it’s now nighttime, and also I don’t know how ideal goggles are when sniping from a distance), but the area around his eyes is still masked with eyeliner, so even though part of his metaphorical armor has been removed, the man inside is still mostly hidden. This is where we get that lovely bit of them playing frisbee with Cap’s shield and we get a good view of his face. The next time we see him is after he shoots Fury in Steve’s apartment, and Steve chases after him. Because of this, he is effectively dehumanized and characterized only through his actions, and he moves to kill. He has no visible expressions and he doesn’t speak. His identity is completely concealed behind this wall of mask. The first time we see him is during his assault on Nick Fury, where all of his features are hidden. In most of his appearances in the movie, he’s wearing a mask covering the bottom half of his face, sometimes with goggles or incredibly smudged eyeliner.
